Best time to visit Tehri Lake — the lake season, the monsoon and the snow on the high road
When to visit Tehri Lake: April to June for water sports, dry October and November, the July–August monsoon and winter snow near Kanatal. IMD figures.
Tehri has an India Meteorological Department station, and Wikipedia carries its normals for 1991–2020. The lake sits lower than the town; Kanatal, Surkanda Devi and Dhanaulti on the high road are higher and colder.

April to June: the lake season
The district administration calls these the best months for the Tehri Lake, and its water sports run then. Days are warm, about 25.3 to 28.2°C, and the high road to Dhanaulti is cool.
July to September: the rains
July and August bring 271.5 mm and 226.5 mm of rain. The hills are green and the lake full, but landslides can close hill roads; travel with a spare day and check the road each morning.
October and November: clear and dry
Almost no rain (19.6 mm and 6.2 mm) and days of 20.0 to 23.5°C. This is the time for long views of the snow range from Dhanaulti and for photographs of the dam and the lake.
December to March: cold nights and snow up high
Days at Tehri are 15.1 to 21.6°C and nights fall to 3.5°C in January. Snow comes to the high road: Wikipedia says it blocks the roads around Kanatal, at about 2,600 m. Carry warm clothes and check before you drive over.
